The Media Bureau (MB) CDBS Electronic Filing System provides the public with the ability to fill out MB forms on-line via the World Wide Web and to file them electronically with the Federal Communications Commission (FCC). Each person seeking to file an electronic form should have a valid FCC Registration Number (FRN) from the CORES system. CORES is an FCC registration system for entities filing applications or making payments with the Commission. Since December 3, 2001, the CORES FCC Registration Number (FRN) has been required for all applications submitted using Commission filing systems. The FRN is a unique 10 digit FCC Registration Number (FRN) which can be obtained both on-line and manually. See the CORES Home Page for more information. To file a form for a facility using a FRN, CDBS requires that this FRN already be associated with the facility. CDBS also performs validity checks on the FRN and password.
The CDBS FRN Manager lets a user associate an existing FRN with a facility and/or invalidates all the FRN(s) already associated with a facility. You will need the FRN and its password to use FRN Manager. The FRN password is the one you had provided while registering and applying for FRN using CORES or your last updated password in CORES.
The FRN Manager has two pages:
The first page is the Login page that authenticates a user by asking for an FRN and password. Once successfully logged in, the system presents the Add New FRN page which can be used to associate a new FRN with a facility. You can use the CDBS Public Access Station Search web page to retrieve information about the FRN history of a facility or the "View FRN History of Facility" link on Add New FRN page.
The FRN Manager will be used during the process of selling/buying a facility. When the owner of a station files an Assignment of License or Transfer of Control form, their FRN will be associated with the facility. After the form is granted by the FCC and after the sale has taken place, the seller should file a Consummation Notice using CDBS. Afterward, the seller no longer needs to file any forms related to the station, so he/she should remove their FRN from the facility's associated FRN's and add the FRN of the buyer. This can be done easily by:
Note that the system creates session Cookies on the user's computer to remember that the password was successfully entered. You must accept Cookies (for the FCC web site) so that later FRN Manager security functions can confirm that the password was successfully verified for the current browser session. The Cookies expire (and are deleted) when the browser is closed. However, if there has been two hours with no activity (no FRN Manager operations), any subsequent operation attempt will generate an Expired Session error message/web page. From there, you will be directed to return to the login page and login again.
This page is used to login to the FRN Manager using an FRN and password. This page also requires that you enter a Facility ID that you intend to associate additional FRN(s) on the next page. To login, enter the following values and click on Login button.
If an error occurs or the information entered is not valid, the system will redisplay the login page with the error message. See Appendix A for an explanation of the error messages. On successful login, you will be presented with the “Add New FRN” page.
This page is where you enter an additional FRN and associate it with the facility. This page has two buttons.
To associate an FRN with a facility, enter the following data and click on “Add FRN” button.

The FRN is invalid. Make sure FRN is all digits and does not have any spaces or special characters.

New FRN is valid; however, Facility ID Number is either invalid or does not have association with the login FRN. You can either enter a valid Facility ID Number which is associated with the login FRN or use a different FRN to login. You may also get this message if you have successfully invalidated all other FRN(s) and then tried to add another FRN without logging in again with a new FRN. Also see error messages 5 and 7.
FRN is already in the system and is associated with this Facility ID Number.
The new FRN was successfully associated with the Facility ID Number.
The new FRN was successfully associated with the Facility ID Number and all the other FRN(s) were invalidated.
The new FRN was successfully associated with the Facility ID Number but the system was unable to invalidate the existing FRN. You can try again by entering the same new FRN and the Facility ID Number. Also see next error message 7 below.
The FRN is already in the system and is associated with this Facility ID Number. Also, system has invalidated other existing FRN(s) successfully.
FRN is already in the system and is associated with this Facility ID
Number but the system was unable to invalidate the existing FRN(s). You
can try again by entering the same new FRN and the Facility ID Number.
