TECHNICAL SUMMARY

FIGURE 1 - COVERAGE MAP DEMONSTRATING THAT THE APPLICATION IS CONSIDERED A MINOR CHANGE PER SECTION 73.3572. IN ADDITION, IT IS NOTED THAT THE PROPOSED SITE IS LOCATED LESS THAN 48 KILOMETERS (30 MILES) FROM KETF-CA'S CURRENTLY LICENSED SITE. THEREFORE, BASED ON CURRENT FCC POLICY, A DISPLACEMENT RELIEF APPLICATION SPECIFYING A SITE CHANGE OF LESS THAN 48 KILOMETERS (30 MILES) AND ALSO INVOLVING PROTECTED CONTOUR OVERLAP IS CONSIDERED PERMISSIBLE.

DISPLACEMENT RELIEF JUSTIFICATION: THE AUTHORIZATION OF MEXICAN DTV STATION XHBR-DT ON KETF-CA'S CURRENT CO-CHANNEL 25 AT NUEVO LAREDO, TA, (BPFS-20080923AAT) LOCATED 29.2 KM WEST-SOUTHWEST OF THE LICENSED KETF-CA SITE RESULTS IN THE DISPLACEMENT OF KETF-CA.

THE PROPOSED OPERATION WILL PROVIDE THE NECESSARY PROTECTION TO RADIO ASTRONOMY INSTALLATIONS AND FCC MONITORING STATIONS.

MEXICAN COORDINATION: THE PROPOSED TRANSMITTER SITE IS LOCATED WITHIN THE US-MEXICAN BORDER COORDINATION ZONE. HOWEVER, MEXICO HAS ALREADY APPROVED THE DTV FULL-SERVICE OPERATION OF KVTV ON CHANNEL 31 AT LAREDO, TX (BLCDT-10061219ABJ), THE SAME CHANNEL THAT KETF-CA IS SEEKING. FURTHERMORE, THE APPROVED KVTV SITE IS LOCATED ONLY 2.4 KM FROM THE PROPOSED SITE. FURTHERMORE, AS INDICATED ON FIGURE 2, THE PROPOSED KETF-CA 41 DBU CONTOUR WILL NOT EXTEND BEYOND THE MEXICO APPROVED KVTV 41 DBU CONTOUR. THEREFORE, APPLYING COMMISSION POLICY THAT THE USE OF A PREVIOUSLY COORDINATED DOMESTIC DIGITAL CHANNEL DOES NOT REQUIRE FURTHER MEXICAN COORDINATION, NO COORDINATION IS REQUIRED OF MEXICO IN CONNECTION WITH THE INSTANT APPLICATION.


RFR COMPLIANCE - THE PROPOSED FACILITIES WERE EVALUATED IN TERMS OF POTENTIAL RADIO FREQUENCY (RF) ENERGY EXPOSURE AT GROUND LEVEL TO WORKERS AND THE GENERAL PUBLIC. THE RADIATION CENTER FOR THE PROPOSED DTV ANTENNA IS LOCATED 73 METERS ABOVE GROUND LEVEL. THE MAXIMUM DTV ERP IS 15 KW (HORIZONTAL POLARIZATION). A CONSERVATIVE VERTICAL PLANE RELATIVE FIELD VALUE OF 0.4 (FOR ANGLES BELOW 60 DEGREES DOWNWARD) IS PRESUMED FOR THE ANTENNA'S DOWNWARD RADIATION. THE CALCULATED POWER DENSITY AT A POINT 2 METERS ABOVE GROUND LEVEL IS 0.016 MW/CM2. THIS IS 4.1% OF THE FCC'S RECOMMENDED LIMIT OF 0.383 MW/CM2 FOR CHANNEL 31 FOR AN UNCONTROLLED ENVIRONMENT. THEREFORE, BASED ON THE RESPONSIBILITY THRESHOLD OF 5%, THE PROPOSAL WILL COMPLY WITH THE RF EMISSION RULES.

ACCESS TO THE TRANSMITTING SITE IS RESTRICTED AND APPROPRIATELY MARKED WITH RFR WARNING SIGNS. FURTHERMORE, A PROTOCOL WILL BE IN EFFECT IN THE EVENT THAT WORKERS OR OTHER AUTHORIZED PERSONNEL ENTER THE RESTRICTED AREA OR CLIMB THE TOWER TO ENSURE THAT APPROPRIATE MEASURES WILL BE TAKEN TO ASSURE WORKER SAFETY WITH RESPECT TO RADIO FREQUENCY RADIATION EXPOSURE. SUCH MEASURES INCLUDE REDUCING THE AVERAGE EXPOSURE BY SPREADING OUT THE WORK OVER A LONGER PERIOD OF TIME, WEARING ACCEPTED RFR PROTECTIVE CLOTHING AND/OR RFR EXPOSURE. FURTHERMORE, IT IS NOTED THAT THIS TECHNICAL EXHIBIT ONLY ADDRESSES THE POTENTIAL FOR RADIO FREQUENCY ELECTROMAGNETIC FIELD EXPOSURE. ALL OTHER ASPECTS OF THE ENVIRONMENTAL PROCESSING ANALYSIS WILL BE OR ALREADY HAS BEEN PROVIDED TO THE FCC BY THE TOWER OWNER AS PART OF THE TOWER REGISTRATION PROCESS.
