Exhibits
Exhibit 1
Description:
EXHIBIT 1

LOCAL TV OKLAHOMA LICENSE, LLC (LOCAL TV), PERMITTEE OF THE DIGITAL COMPANION CHANNEL TRANSLATOR THAT IS THE SUBJECT OF THIS APPLICATION (THE STATION), HEREBY REQUESTS AN EXTENSION OF THE STATION'S CONSTRUCTION PERMIT EXPIRATION DATE. THE COMMISSION GRANTED THE DIGITAL COMPANION CHANNEL CONSTRUCTION PERMIT FOR THE STATION ON AUGUST 13, 2007. THE PERMIT NOW IS DUE TO EXPIRE ON AUGUST 13, 2010.

IN ITS REPORT AND ORDER ON DIGITAL LOW POWER TELEVISION AND TV TRANSLATORS (IN THE MATTER OF AMENDMENT OF PARTS 73 AND 74 OF THE COMMISSIONS RULES FOR DIGITAL LOW POWER TELEVISION, TELEVISION TRANSLATOR, AND TELEVISION BOOSTER STATIONS, REPORT AND ORDER, 19 FCC RCD 19331, 172 (2004)), THE COMMISSION ADOPTED THE FULL-SERVICE DTV CONSTRUCTION PERMIT EXTENSION PROCEDURES FOR DIGITAL LOW POWER SERVICES BECAUSE IT ANTICIPATED THAT STATIONS WOULD FIND THE CONSTRUCTION PROCESS VERY CHALLENGING, AND WANTED TO ALLOW THOSE PERMITTEES THAT EXPERIENCE DELAYS IN CONSTRUCTION OR FINANCIAL HARDSHIP THE OPPORTUNITY TO EXTEND THEIR PERMITS. ACCORDINGLY, THE COMMISSION ALLOWED LOW POWER DIGITAL PERMITTEES TO REQUEST AN EXTENSION OF UP TO SIX MONTHS TO COMPLETE CONSTRUCTION, AND DELEGATED AUTHORITY TO THE MEDIA BUREAU TO GRANT UP TO TWO SUCH EXTENSIONS. LOCAL TV IS REQUESTING ITS SECOND EXTENSION.

LOCAL TV HAS ORDERED THE NEW TRANSMITTER AND ANTENNA, AND THE MANUFACTURER HAS CONFIRMED THAT THE EQUIPMENT WILL SHIP TO THE STATION IN MID-AUGUST, 2010. AS SOON AS IT ARRIVES, LOCAL TV IS PREPARED TO INSTALL IT, TEST IT, AND COMMENCE REGULAR OPERATIONS. LOCAL TV HAS DEVELOPED AN AGGRESSIVE CONSTRUCTION SCHEDULE TO ENSURE THAT THE STATION IS OPERATING AS SOON AFTER THE EQUIPMENT ARRIVES AS IS POSSIBLE.

BASED ON THE FOREGOING, LOCAL TV REQUESTS AN EXTENSION OF THE STATION'S CONSTRUCTION PERMIT TO ALLOW LOCAL TV TO COMPLETE CONSTRUCTION PROMPTLY AFTER ITS ANTENNA AND TRANSMITTER ARRIVES.
