Description:
LARGEST STATION RULE, INTERFERENCE AGREEMENTS & ALTERNATE OET-69 SETTING

APPLICATION PROCESSING PURSUANT TO THE PROVISION IN 47 C.F.R. SECTION 73.622(F)(5) IS REQUESTED. THE APPLICANT SEEKS TO OPERATE KCRG WITH GREATER EFFECTIVE RADIATED POWER (ERP) THAN NORMALLY AFFORDED FOR ITS ANTENNA HEIGHT ABOVE AVERAGE TERRAIN INASMUCH AS ADDITIONAL ERP IS NEEDED TO SERVE AN EQUIVALENT SIZE COVERAGE AREA AS ANOTHER STATION LOCATED IN THE SAME DESIGNATED MARKET AREA (DMA). SPECIFICALLY, THE PROPOSED COVERAGE AREA FOR KCRG MEASURES 51,842.6 SQUARE KILOMETERS WHILE THE AREA CURRENTLY SERVED BY KWWL IS 51,844.6 SQUARE KILOMETERS. KWWL IS LICENSED TO SERVE WATERLOO, IA ON VHF CHANNEL 7, FCC FACILITY ID 593, FILE NO. BLCDT-20100707AXT.

COMPLIANCE WITH THE INTERFERENCE PROTECTION CRITERIA IN SECTION 73.616 WAS EVALUATED USING THE TV INTERFERENCE AND SPACING ANALYSIS PROGRAM DEVELOPED BY TECHWARE, INC. THE ANALYSIS WAS CONDUCTED USING THE STANDARD CELL CALCULATION SIZE OF 2 KILOMETERS WITH A FINER TERRAIN PROFILE STEP SIZE OF 0.2 KILOMETERS. IN ADDITION, THE APPLICANT HAS OBTAINED INTERFERENCE AGREEMENTS WITH THE FOLLOWING TWO STATIONS:

1) WILL-TV, CHANNEL 9, URBANA, IL, FACILITY ID 68939
2) KTTC, CHANNEL 10, ROCHESTER, MN, FACILITY ID 35678

COPIES OF THE EXECUTED INTERFERENCE AGREEMENTS WITH WILL-TV AND KTTC ARE PROVIDED AS ATTACHMENTS IN CONNECTION WITH THIS EXHIBIT.

AS STATED ABOVE, THE APPLICANT REQUESTS A COMMISSION REVIEW OF THIS PROPOSAL USING THE FOLLOWING OET-69 ANALYSIS SETTINGS:

1) CELL SIZE FOR SERVICE ANALYSIS = 2.0 KM/SIDE
2) DISTANCE INCREMENT FOR LONGLEY-RICE ANALYSIS = 0.2 KM

ASIDE FROM STATIONS WILL-TV AND KTTC, WHICH HAVE AGREED TO ACCEPT ADDITIONAL INTERFERENCE, THE ENHANCED STUDY RESULTS DEMONSTRATE THAT THERE ARE NO OTHER CASES OF PREDICTED INTERFERENCE IN EXCESS OF THE STANDARD 0.5 PERCENT ALLOWANCE. A SUMMARY REPORT OF THE INTERFERENCE ANALYSIS IS ALSO PROVIDED AS AN ATTACHMENT.

Exhibit 49
Description:
PRINCIPAL COMMUNITY COVERAGE

AN INCREASE IN ERP IS THE ONLY TECHNICAL CHANGE SPECIFIED IN CONNECTION WITH THIS APPLICATION. SINCE THE CITY GRADE CONTOUR WILL BE EXTENDED IN EVERY DIRECTION, A SHOWING OF CONTINUED COMPLIANCE WITH THE PRINCIPAL COMMUNITY COVERAGE REQUIREMENT IS UNNECESSARY.

Attachment 49

Exhibit 50
Description:
RF COMPLIANCE

IT IS ESTIMATED THAT KCRG OPERATING AT 48 KW ERP WILL YIELD A MAXIMUM POWER DENSITY CONTRIBUTION OF LESS THAN 5.0 MICROWATTS PER CENTIMETER SQUARED AT GROUND LEVEL. THIS DETERMINATION WAS CALCULATED BASED ON THE EXISTING ANTENNA HEIGHT OF 573 METERS ABOVE GROUND LEVEL (AGL) AND ASSUMING A WORST CASE ANTENNA RELATIVE FIELD FACTOR OF 1.0 FOR ALL DIRECTIONS. THE MAXIMUM PERMISSIBLE EXPOSURE (MPE) LIMITS IN SECTION 1.1310 FOR VHF FREQUENCIES ARE 200 MICROWATTS PER CENTIMETER SQUARED FOR GENERAL (UNCONTROLLED) EXPOSURE AND 1,000 MICROWATTS PER CENTIMETER SQUARED FOR OCCUPATIONAL (CONTROLLED) EXPOSURE. THE PROPOSAL THEREFORE COMPLIES WITH THE MPE LIMITS.

THE APPLICANT IS NOT REQUIRED TO FURTHER EVALUATE THE ANTENNA LOCATION WITH RESPECT TO OTHER RADIO FREQUENCY (RF) SOURCES SINCE THE CALCULATED WORST-CASE POWER DENSITY CONTRIBUTION AT GROUND LEVEL IS LESS THAN 5 PERCENT OF THE MPE LIMITS. WITH REGARD TO OCCUPATIONAL EXPOSURE AT ELEVATIONS GREATER THAN 2 METERS ABOVE GROUND, WORKERS WILL BE PROTECTED FROM EXCESSIVE EXPOSURE TO RF FIELDS IN ACCORDANCE WITH THE METHODS RECOMMENDED IN FCC BULLETIN OET-65.
