Pursuant to Section 74.786(d), the applicant has notified, within 30 days of filing this application, all commercial wireless licenses of the spectrum comprising the proposed TV channel and the first adjacent channels thereto, for which the proposed digital LPTV or TV translator antenna site lies inside the licensed geographic boundaries of the wireless licensees or within 75 miles and 50 miles, respectively, of the geographic boundaries of co-channel and adjacent-channel wireless licensees.

CONTOUR OVERLAP AND INTERFERENCE ANALYSIS

THE PROPOSED CLASS A FACILITY SEEKS TO OPERATE AT A DIFFERENT LOCATION. THE FCC CURRENTLY HAS A FREEZE ON THE EXPANSION OF FULL SERVICE AND CLASS A FACILITY CONTOURS. THE PROPOSED FACILITY CHANGE RESULTS IN A 51 DBU PROTECTED CONTOUR THAT IS WITHIN THE ORIGINALLY GRANTED FLASH CUT CP FOR WPMF (20100726AKA) SO THE PROPOSED LOCATION RESULTS IN COMPLIANCE WITH THE FREEZE. THE PROPOSED FACILITY USES AN ERP OF 4.7 KW WITH A PANEL ANTENNA. A CONTOUR OVERLAP MAP SHOWING THE EXISTING CONSTRUCTION PERMIT AND THE PROPOSED FACILITY (ATTACHED) DEMONSTRATES THE NEW PROTECTED 51 DBU CONTOUR IS WITHIN THE ORIGINAL FLASH CUT CONSTRUCTION PERMIT FACILITY. AS THE CONTOUR FALLS WITHIN THE EXISTING 51 DBU CONTOUR, NO INTERFERENCE ANALYSIS SHOULD BE REQUIRED. TO CONFIRM NO INTERFERENCE EXISTS, AN INTERFERENCE ANALYSIS IS ATTACHED. THE REPORT INDICATES INTERFERENCE TO THE ANALOG FACILITY OF THE PROPOSED STATION BUT SINCE THIS IS A MODIFICATION OF THE FLASH CUT CP, IT IS A MOOT ISSUE. THE PROPOSED FACILITY USES A STANDARD STRINGENT EMISSION MASK.

RFR ANALYSIS

THE PREDICTED RF EXPOSURE FROM THE PROPOSED FACILITY IS ATTACHED. SINCE THE RF EXPOSURE IS LESS THAN 5% OF THE OET-65 LIMIT, THE PROPOSED TRANSMISSION FACILITY WILL NOT BE A FACTOR IN THE OVERALL TOWER RF EXPOSURE.   

THE APPLICANT WILL REDUCE ERP IF NECESSARY TO ENSURE RF EXPOSURE FROM THIS RADIATION SOURCE IS NOT A PROBLEM.
