AS DISCUSSED THEREIN, INASMUCH AS IT IS PROPOSED TO USE AN EXISTING TRANSMITTING SITE, AND DIPLEX WZHF INTO AN EXISTING ANTENNA ARRAY (WITH NO NEW EXTERIOR BUILDING EXPANSION OR TOWER CONSTRUCTION), IT IS BELIEVED THAT THE PROPOSED FACILITY MAY BE CATEGORICALLY EXCLUDED FROM ENVIRONMENTAL PROCESSING UNDER SECTION 1.1306 OF THE FCCS RULES. FURTHER, THE PROPOSED FACILITY WILL COMPLY WITH THE MAXIMUM PERMISSIBLE RADIOFREQUENCY ELECTROMAGNETIC EXPOSURE LIMITS FOR CONTROLLED AND UNCONTROLLED ENVIRONMENTS - THE ENTIRE SITE IS ENCLOSED BY A CHAIN LINK FENCE, AND EACH TOWER WILL ALSO BE ENCLOSED BY AN ADDITIONAL LOCKED FENCE SPACED SUCH THAT NO ONE MAY GAIN ACCESS TO AREAS WHERE THE COMMISSIONS UNCONTROLLED/GENERAL PUBLIC RF EXPOSURE LIMITS WOULD BE EXCEEDED WITHOUT UNLOCKING THE FENCE GATE. RF EXPOSURE WARNING SIGNS WILL BE PROPERLY POSTED. FURTHER, THE APPLICANT CERTIFIES THAT IT, IN COORDINATION WITH OTHER USERS OF THE SITE, WILL REDUCE POWER OR CEASE OPERATION AS NECESSARY TO PROTECT PERSONS HAVING ACCESS TO THE SITE (AND/OR TOWER AREAS) FROM RADIOFREQUENCY ELECTROMAGNETIC EXPOSURE IN EXCESS OF FCC GUIDELINES.
